British Columbia runs its own National Safety Code programme. The NSC Program sits inside the Commercial Vehicle Safety and Enforcement branch of the provincial transport ministry, and it is the body that issues NSC Safety Certificates and supplies each certificate holder with a carrier profile.
Our office on King George Boulevard serves carriers across Surrey, Delta, Langley and the Lower Mainland.
Under the NSC, the carrier carries the responsibility. You are accountable for the mechanical condition of your commercial vehicles and for the conduct of the drivers operating under your certificate. That sounds obvious until an audit asks you to prove it, at which point the question becomes whether your maintenance records, inspection reports and driver files actually show a system running rather than a folder being kept.
Carriers here face a combination that exists almost nowhere else in Canada. Port of Vancouver drayage work, a short run to the United States border, and mountain routes that are harder on equipment than anything in the prairies. Each of those raises the stakes on maintenance records specifically.
Carriers crossing into Washington take on a second set of obligations entirely: a US DOT number, operating authority, and a drug and alcohol testing program under Federal Motor Carrier Safety Administration rules including Clearinghouse queries. Running both regimes on one set of paperwork is where most of the trouble starts.
• NSC Safety Certificate setup and ongoing compliance
• Carrier profile monitoring
• Vehicle maintenance programs built for the routes you actually run
• Driver qualification files
• Cross border compliance, including US DOT authority and drug and alcohol testing
• Audit preparation and representation
